GLACY-e: Cybercrime Working Group gathers for third meeting to discuss legislation implementation challenges

Under the leadership of PILON's Cybercrime Working Group, representatives from ten Pacific Island nations (Cook Islands, Fiji, Kiribati, Nauru, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga and Vanuatu) convened in Nadi, Fiji for the last meeting on elaborating the Cybercrime Legislation Implementation Handbook. This important work is being supported by the GLACY-e project, which brings critical expertise to help Pacific nations not just enact cybercrime legislation –  but effectively implement it.

The event focused on the practical challenges of implementing cybercrime legislation in the region, addressing issues such as reporting channels, handling electronic evidence, international co-operation and training resources. Special attention was given to strategies adapted for the Pacific context, such as practical solutions that can be maintained over time, as well as the importance of regional co-operation and partner support during the implementation phase. The meeting reaffirmed that enacting cybercrime legislation is only part of the journey. It is through ongoing investment in people, resources and partner co-operation, that countries build the capacity to apply these laws in practice. Without proper implementation, even well-drafted legislation will not achieve its objectives.

The finalised version of the Handbook will be presented during the PILON Annual Meeting 2026.
