Section 3: The Anti-rumours Strategy
The Anti-rumours Strategy (ARS) combines local public policy with a collaborative ecosystem involving public authorities, civil society organisations and community actors, based on shared responsibility and institutional commitment. The ARS supports local authorities and communities in addressing the challenges posed by disinformation, prejudice, hate speech and toxic narratives that undermine human rights, equal dignity and social cohesion. This section includes three tools: it outlines the key elements to consider before starting to design an ARS, provides practical guidance for designing, implementing and sustaining an Anti-rumours Strategy.
