Strategies for defending equality and democratic space discussed at the ERA regional conference

From 1 to 3 October 2026, the Regional Conference, “Protecting Democratic Space and Addressing Threats to LGBTI Equality in Europe” took place in Podgorica, having brought together over eighty human rights defenders, civil society organisations, and institutional representatives from the Western Balkans, Türkiye, Eastern Europe and the South Caucasus. Participants discussed strategies for defending equality and democratic space in the face of mounting political pressure.

Key discussions addressed the impact of democratic backsliding, anti-gender mobilisation, and the shrinking of civic space, threatening the rights, safety and participation of LGBTI communities. As these challenges become more coordinated across borders, the conference focused on strengthening regional solidarity, developing collective responses, and sharing effective practices of movements in increasingly challenging political environments.

Yanna Parnin, Head of the Council of Europe's SOGIESC Unit, took part in a panel discussion on “Countering Disinformation and Hate Speech in the Digital Space”, where she presented the key findings and policy recommendations of a recent report on combating hate speech related to sexual orientation, gender identity, gender expression, and sex characteristics (SOGIESC). She also shared her insights on how the Council of Europe's First Strategy for Equal Rights for LGBTI People could lead to more effective and sustainable institutional responses to online hate and discrimination.

In a panel discussion entitled “Reclaiming Rights, Protecting Democracy and Democratic Space”, Senem Gurol from the Council of Europe SOGIESC Unit discussed the challenges involved in member states implementing European standards and presented Unit’s recent work with civil society on strategic litigation and advocacy for the implementation of European Court of Human Rights’ judgments to advance legal and policy reforms on equality.

Other sessions addressed topics such as the barriers to accessing essential services for LGBTI people and communities, and the vital role of civil society in providing critical support. Sessions also covered key challenges and experiences related to workplace discrimination and socio-economic inclusion.

On the third day, participants joined Montenegro Pride 2026 in Podgorica, connecting the conference discussions with public advocacy and community mobilisation, and expressing regional solidarity and support for LGBTI communities across Europe.

The Conference was organised by the LGBTI Equal Rights Association for the Western Balkans and Turkey (ERA), with the support of the Council of Europe’s Anti-Discrimination and Inclusion Department.
