CyberSouth+: Training courses on cybercrime and electronic evidence for law enforcement officers in Tunisia

Some 60 law enforcement representatives from Tunisia took part in two complementary training activities: a basic training for first responders to cybercrime investigations and a specialised course on electronic evidence for investigators. The activities were organised by the Council of Europe Office in Tunis together with the CyberSouth+ project (a joint initiative of the European Union and the Council of Europe) and in cooperation with the Tunisian Ministry of Interior. Both activities were held at the Training and Support Centre for Decentralisation (CFAD) in Tunis, from 22 to 26 September 2025.

The basic training equipped law enforcement professionals with essential technical skills to act as first responders, including how to support victims of cybercrime, collect and preserve electronic evidence at crime scenes, and conduct the initial steps of an investigation. As a follow up, the participants will complete the Council of Europe’s HELP online course on cybercrime, which will complement their knowledge with the necessary legal foundation.

The specialised three-day training targeted cybercrime investigators and focused on electronic evidence, cryptocurrencies, and ransomware. It has enabled the participants to apply more advanced investigative techniques to address evolving threats, in line with the Convention on Cybercrime (Budapest Convention) and human rights standards.

The Council of Europe remains committed to supporting criminal justice authorities in enhancing their capacities to address cybercrime and electronic evidence, thereby strengthening Tunisia’s ability to investigate and prosecute cybercrime effectively.
