Octopus Project: Council of Europe’s Guides on Electronic Evidence and related Standard Operating Procedures presented during the Cross-border exchange of e-evidence course organised by CEPOL in cooperation with EJTN

Between 30 May – 3 June 2022, the European Union Agency for Law Enforcement Training (CEPOL) in cooperation with the European Judicial Training Network (EJTN) organised in Budapest, Hungary a Cross-border exchange of e-evidence course.

The aim of the training activity was to enhance cyber-investigations by providing knowledge and skills to participants on handling electronic evidence in investigations and prosecutions of cybercrime, as well as the relevance and admissibility of such evidence.

The Council of Europe, through its Octopus Project, supported this endeavour and during the dedicated sessions on 2 and 3 June the Council of Europe’s Electronic Evidence Guide and Standard Operating Procedures for the collection, analysis and presentation of electronic evidence (available upon request on the Octopus Platform) have been introduced to the participants. The two sessions, one theoretical and one practical (live demo), increased knowledge and skils on identifying and securing electronic evidence, as well as preparation for search and seizure activities involving e-evidence.

The course targeted law enforcement officers, prosecutors and judicial authorities and all 29 participants from 16 countries have successfully completed the course, with an overall satisfaction rate of 100%.

In the current international context, the strengthening of criminal justice capacities for sustained action against cybercrime is more relevant than ever.

Through the Octopus Project, the Council of Europe will continue to provide support to countries worldwide to build capacities to fight cybercrime and other offences involving electronic evidence, as well as for legislative alignment with international best practices based on the Convention on Cybercrime as a global standard. The Council of Europe gratefully acknowledges voluntary contributions of the donors to this project.
