GLACY-e: Peru launches first national training on gender and cybercrime

In a significant effort to tackle gender-based cybercrime, the Public Ministry of Peru and the Court of Arequipa have partnered with the Global Action on Cybercrime Enhanced (GLACY-e) project - an initiative co-funded by the European Union and the Council of Europe - to introduce the country’s first specialised training program for judges and justice professionals, centred on the gender dimension of cybercrime.

With approximately 26 participants, the course contributed to prepare criminal justice authorities from Arequipa and Lima as national judicial trainers on gendered-based cybercrime, providing them with the skills and knowledge necessary to identify and effectively address the unique obstacles women and girls encounter as victims of online crime.

While the course was initially co-designed with the Ecuadorian authorities, the training materials have been tailored to fit Peru's specific legal and cultural context. Under the leadership of the Court of Arequipa, it is expected that these resources will be incorporated into the country's national curricula, helping to embed gender perspectives within the judicial approach to cybercrime cases and further train their peers.

The long-term goal is to strengthen the capacity of Peru’s criminal justice system by making it more responsive to gendered forms of cybercrime and ensuring sensitive treatment of victims at all stages of legal proceedings. It is equally expected to boost trust in the justice system, increase reporting rates among victims, and set new standards for gender-sensitive approaches to cybercrime nationwide.
