There is an improved application of the case-law of the European Court of Human Rights in Montenegro following a 16-month joint EU and Council of Europe project to ‘Support to the Ombudsperson's Office and the Constitutional Court of Montenegro in applying European human rights standards (SOCCER)’. This was one of the tangible results presented during the closing conference for the project in Podgorica, Montenegro on 17 December 2015.

The event assembled the leading national public sector and judicial officials and human rights professionals as well as high ranking representatives of the partners from EU and Council of Europe. Presentations emphasised the relevance of the project results, ranging from enhanced capacities of the national human rights institutions to improved application of European Court of Human Rights case-law and standards in the area of anti-discrimination and prevention of torture as well as strengthened professional networks and cooperation of Montenegrin Constitutional Court and Ombudsperson's office with their counterparts in Council of Europe member states.

This project was implemented by the Support to Human Rights National Implementation Unit of the Human Rights Policy and Development Department (Directorate General of Human Rights and Rule of Law – DGI)
