The Cybercrime Programme Office of the Council of Europe (C-PROC) is responsible for the implementation of capacity-building projects on cybercrime and electronic evidence in all regions of the world, on the basis of the Convention on Cybercrime (Budapest Convention).

Since the creation of C-PROC in 2014, a number of 17 cybercrime capacity building projects have been successfully completed, supporting different countries in the development of the cybercrime legislation, enhancing the international cooperation and the strengthening of knowledge of criminal justice authorities to effectively respond to cybercrime and deal with electronic evidence.
