Statutory and regulatory texts of the Congress of Local and Regional Authorities

The statutory and regulatory texts define the working methods of the Congress of Local and Regional Authorities of the Council of Europe and its structure as well as its scope of activity concerning the evaluation of the situation of local democracy in Europe.

After the adoption of the Statutory Resolution and the new Congress Charter by the Committee of Ministers on 19 January 2011. A revised version was adopted by the Committee of Ministers on 8 July 2015:

- the Congress adopted a new set of Rules of Procedure during the 22nd Congress session in March 2012;

- the Statutory Forum, replacing from now on the former Standing Committee, adopted on 17 October 2012 a new procedure for the election of the Secretary General of the Congress;

- the Congress adopted, in March 2013, a resolution on “Congress post-monitoring and post-observation of elections: developing political dialogue”, to complete two resolutions adopted by the former Standing Committee of the Congress in June 2010 on, respectively, the procedures for the monitoring the implementation of the European Charter of Local Self-government and on the Rules governing the observation of local and regional elections;

- on proposal of the Secretary General, the Bureau adopted a set of Administrative Rules.
