Texts adopted by the Congress of local and regional authorities
The Congress prepares draft European agreements (conventions or charters) within the Council of Europe’s institutional framework. The Council’s Committee of Ministers approves these texts, which then go to the member states for signature and ratification.
Recommendations are proposals to the Committee of Ministers, and implementing them is a matter for governments. They are sometimes addressed to other international institutions.
When asked to do so by the Committee of Ministers or the Parliamentary Assembly, the Congress produces opinions on questions with a bearing on the interests and powers of the local and regional authorities which it represents.
Final declarations are adopted at the end of international conferences and meetings organised by the Congress. They contain proposals for action by local, regional and government authorities, and by European organisations.
