Markko KUNNAPU is currently working at the Criminal Policy Department of the Ministry of Justice and Digital Affairs of Estonia. He is also the member of the Council of Europe Convention Committee on Cybercrime (T-CY). Between 2010-2014 he was the Chair of the Committee. In addition he is currently one of the Vice-Chairs to the new UN ad hoc committee to elaborate new United Nations convention on cybercrime.
He has been involved in drafting several legislative proposals, including legislation concerning cybersecurity, cybercrime, identity theft and other aspects of criminal law, criminal procedure, electronic evidence and retention of telecommunications data. As government representative he has participated in different European Union, Council of Europe and United Nations working and expert groups as well as committees on criminal law, criminal procedure, cybercrime and other cyber-related matters. He has also been a consultant, trainer and speaker on cybersecurity, cybercrime and criminal justice related workshops and conferences and involved in capacity building activities and projects related to these topics.
