Since October 2022, Louisa K. Becker has served as the Criminal Division’s Cyber Operations International Liaison, who helps advance some of the Department’s most complex international cybercrime investigations, prosecutions, and financial and technical seizures. Since summer 2026, Ms. Becker has served as the United States’ representative to the T-CY.
From 2015 until present, Ms. Becker has also served as a Trial Attorney in the Computer Crime and Intellectual Property Section at the U.S. Department of Justice, where she investigates and prosecutes criminal cases, including cases involving ransomware and malware, intrusions and data theft, bulletproof hosting, online dark markets, cryptocurrency, identity theft, and online fraud. In this role, she investigated and prosecuted the founders, administrators, and users of a number of online darknet markets, including AlphaBay Market. She also helped to coordinate transnational operations involving arrests of overseas targets and the dismantling of technical infrastructure used in cybercrime. Ms. Becker also advises on legal questions relating to the use of innovative investigative tools, complex international investigations, novel electronic evidence, malware and ransomware, and the darknet and cryptocurrency, and conducts trainings on these topics for U.S. and foreign law enforcement.
Ms. Becker received her J.D. from the University of Michigan Law School, where she served as the Editor in Chief of the Michigan Journal of International Law. She received a Bachelor of Arts from Stanford University.
