From 2023-present, Mr. Harris was first seconded, then under contract, to INTERPOL, where he serves as the special negotiator for the INTERPOL-EU Cooperation Agreement.
From 1990 to 2025, he was with the U.S. Department of Justice (DOJ)) Criminal Division, Office of International Affairs (OIA), where he served in senior management positions and abroad, including:
From 2017-2023, as the DOJ representative to the European Union.
From 2014-2015, as Associate Director for Canadian Affairs at OIA.
From 2007-2013, as Associate Director for European Affairs at OIA.
From 2004-2007, as the DOJ representative to the French Ministry of Justice.
From 1998-2004, as Associate Director for Multilateral Affairs.
During his tenure, Mr. Harris has participated in the negotiation of numerous law enforcement agreements, including the Rome Statute of the International Criminal Court, the UN Transnational Organized Crime Convention, the UN Corruption Convention, the Council of Europe Cybercrime Convention, the Council of Europe Second Additional Protocol to the Cybercrime Convention, The OAS Terrorism Convention, the U.S.-EU Extradition Agreement, the U.S.-EU Mutual Legal Assistance Agreement, the U.S.-Europol Agreement, the U.S.-EU Terrorist Financing Tracking (SWIFT) Agreement, the U.S.-EU Data Protection Agreement (“DPPA” or “Umbrella Agreement”); the U.S.-UK Data Access Agreement, and the INTERPOL-EU Cooperation Agreement.
Mr. Harris began his career as an Assistant District Attorney in Nassau County, New York, from 1983 to 1990.
Mr. Harris holds an LL.M degree in international law from the Christian Albrechts University in Kiel, Germany (1989); a J.D. from the University of Connecticut (1981); and a B.A. from the University of Pennsylvania (1978).
