John Parmley serves as the International Computer Hacking and Intellectual Property (ICHIP) Attorney Advisor based in Dar es Salaam, Tanzania, and his coverage area includes East and South Africa. As the ICHIP responsible for both cybercrime and intellectual property matters in the region, John implements justice sector technical assistance programs designed to strengthen the cybercrime, intellectual property crime, cybersecurity, and digital evidence knowledge and capacity of judges, prosecutors, investigators, policy officials, and digital forensic analysts.

John has been with the Department of Justice since 1998. Prior to his current role, John served as an Assistant U.S. Attorney in the Southern District of California. While there he served as the Chief and Senior Counsel in the Special Prosecutions Section, where he handled a broad array of complex and transnational crimes. Prior to that, he was Chief of the National Security and Cybercrimes section for more than a decade.

John handled some of the most significant and complex investigations and prosecutions at the San Diego U.S. Attorney's office, including matters involving international and domestic terrorism, espionage, public corruption, cyber intrusions, counter-proliferation, narcotics trafficking, RICO, and murder. He has tried more than 40 jury trials during his career.

John is a recipient of the Director’s Award for Lifetime Exceptional Service (2026), the Attorney General's Award for Excellence in Furthering the Interests of U.S. National Security (2022) and the Case of the Year award for the Organized Crime and Drug Enforcement Task Force (2009).

He received his law degree from Cornell University, spending a year as a visiting law student at the University of California at Berkeley. He received his undergraduate degree from Brigham Young University.
