Dr Agnes Kasper is Head of the Law Branch at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) and Senior Lecturer at Tallinn University of Technology. Her work focuses on international law and cyber operations, particularly state responsibility, attribution, evidence, and emerging technologies. She is a co-author of “Handbook on Developing a National Position on International Law in Cyber Activities: A Practical Guide for States” the collaborative project led by University of Exeter with NATO CCDCOE, Ministry of Foreign Affairs of Japan and Ministry of Foreign Affairs of Estonia.
