A regional meeting to support the implementation of the Second Additional Protocol (2AP) to the Convention on Cybercrime (Budapest Convention) by the EU member states was held on 20–21 November 2025 in Brussels/Belgium, under the CyberSPEX project.
The meeting brought together representatives from Belgium, France, Germany, Luxembourg and The Netherlands and provided an opportunity to legal drafters and authorities to deepen their understanding on the 2AP’s mechanisms, share national experiences, and discuss proposals of ongoing legislative measures under the 2AP, designed to strengthen cross-border co-operation with service providers and other stakeholders.
Over the two-day event, participants engaged in focused thematic sessions on key provisions of the Protocol:
- Article 6 – addressing the mechanism for co-operation with entities providing domain name registration data;
- Article 7 – examining notification requirements, consultation processes, non-disclosure rules, timeframes, and comparative elements with EU legislation;
- Articles 8, 9 and 10 – reviewing procedures for enforcement and expedited international co-operation at national level.
Interactive groupwork sessions on the basis of the legal assessment template allowed participants to reflect on the challenges and opportunities in implementing the Protocol and to exchange national best practices.
This regional event is part of CyberSPEX’s ongoing efforts to assist EU member states in enhancing co-operation on electronic evidence through the implementation of the Second Additional Protocol.
