Securing and strengthening good governance at all levels in Europe is a key commitment of the Heads of State and Government of the Council of Europe at their Fourth Summit in Reykjavík, in May 2023. The project “Enhancing the Local Government Reform in Cyprus” implemented by the Centre of Expertise for Good Governance (CEGG) will contribute to this aim by strengthening local democracy, promoting good democratic governance, and enhancing multilevel cooperation in preparation for the upcoming reform.
The Project Steering Committee met on 5 February in Cyprus to acknowledge progress made in developing capacities of local authorities and offering support in advance of upcoming local elections.
A fundamental aspect of good democratic governance is the practice of good administration, which hinges on leadership, capability and capacity. An intensive train-the-trainer programme to prepare the next step of the Leadership Academy Programme (LAP) of the Council of Europe was delivered to a pool of eight local experts with the aim of ensuring local ownership and sustainability of the project results.
Now working hand in hand with the Congress of Local and Regional Authorities, the Centre of Expertise for Good Governance is a hub for cooperation projects that address public administration and multilevel governance reforms; develop capacities of staff and elected officials of local and regional authorities; foster political dialogue; and deliver advice to promote good democratic governance based on Council of Europe standards and tools.
The project is implemented by the CEGG in cooperation with the Cypriot Ministry of Interior, the Union of Cyprus Municipalities and the Union of Cyprus Communities and funded through a Voluntary Contribution by the Government of Cyprus, under the “Cyprus Recovery and Resilience Plan 2021-2026” financed by the European Union.
