The complaint was submitted by Ecosphere in 2020 on the logging activities at "Marmaroski ta Chyvchyno-Hryniavski Hory" (UA0000117) close to the Black Tysa River basin in the Carpathians, which is part of the Emerald Network in Ukraine.

According to the complaint, improper logging practices impact spawning grounds for fish such as the Danube salmon (Hucho Hucho) and the Danube streber (Zingel streber). The complaint states that the skidding machinery travels across the river resulting in the pollution of the river with fuel and lubricants.

Furthermore, according to the complaint, after skidding, coniferous wood remains in the water and the decomposing process of the biological material changes the acidity of the water which adversely affects the composition of the aquatic organisms, which are the forage base of protected species. Additionally, the heavy wheel and caterpillar machinery are deployed on steep slopes in the forest, causing soil erosion. In 2021, the Bureau of the Bern Convention urged the Ministry to step in and proclaim this whole area as an Emerald Network site, and to stop any illegal constructions or illegal rezoning of territories by the regional authorities.
