AD HOC ADVISORY GROUP ON CROSS-BORDER INTERNET
DRAFT ANNOTATED AGENDA
1. Opening of the meeting and adoption of the agenda.
The members of the MC-S-CI are invited to adopt the agenda subject to any changes deemed appropriate.
2. Decisions of the Committee of Ministers and other information of interest to the work of the MC-S-CI.
The Secretariat will inform the members of the Group about the decisions of the Committee of Ministers that are of interest to its work as well as other relevant standard-setting activities.
Declaration of the Committee of Ministers on Internet governance principles; Recommendation of the Committee of Ministers to member states on the protection and promotion of the universality, integrity and openness of the Internet and its explanatory memorandum (MC-S-CI(2011)Misc1); Declaration of the Committee of Ministers on the protection of freedom of expression and information and freedom of assembly and association with regard to Internet domain names and name strings; Draft Declaration on the protection of freedom of expression and freedom of assembly and association with regards to privately operated Internet platforms and online service providers (CDMC(2011)13Rev4); Draft Recommendation to Member states on the protection of freedom of expression and information and the right to private life with regard to search engines
(MC-NM(2010)004rev2); Draft Recommendation to Member states on the protection of freedom of expression and the right to private life with regard to social networking providers (MC-NM(2010)003rev2).
3. Implementation of the MC-S-CI Terms of Reference
The members of the Group are invited to discuss and as appropriate make recommendations on possible future follow-up action in relation to the Declaration of the Committee of Ministers on Internet governance principles and the Recommendation of the Committee of Ministers to member states on the protection and promotion of the universality, integrity and openness of the Internet. In particular, the members are invited to examine item ‘ii’ of the Terms of Reference under which the Group is instructed to “explore the feasibility of drafting an instrument designed to preserve or reinforce the protection of cross-border flow of Internet traffic openness and neutrality.”
Terms of Reference of the Ad-hoc Advisory Group on Cross-Border Internet; Declaration of the Committee of Ministers on Freedom of Communication on the Internet; Recommendation CM/Rec(2008)6 of the Committee of Ministers to member states on measures to promote the respect for freedom of expression and information with regard to Internet filters; Recommendation CM/Rec(2009)5 of the Committee of Ministers to member states on measures to protect children against harmful content and behaviour and to promote their active participation in the new information and communications environment; Parliamentary Assembly Recommendation 1882 (2009) on the promotion of Internet and online media services appropriate for minors, adopted by the Assembly on 28 September 2009; OSCE Report on Freedom of Expression on the Internet; Study of legal provisions and practices related to freedom of expression, the free flow of information and media pluralism on the Internet.
4. Participation in the Internet Governance Forum (Nairobi, 27-30 September 2011).
The members of the Group are invited to reflect on participation and contribution in events that took place in the Internet Governance Forum.
