National Action Plans on media freedom and the safety of journalists

Countries where National Action Plans have been adopted:

•  Croatia: Usvojen Nacionalni plan razvoja kulture i medija (2023. do 2027.)
•  Denmark: Dansk handlingsplan for sikkerhed for journalister
•  Lithuania: Order on ensuring the protection, safety and empowerment of journalists - Approval of the 2023-2025 Action Plan
•  Luxembourg: National Action Plan of Luxembourg on the safety of journalists (2025-2028)
•  Montenegro has a Media Strategy  for 2023-2027 with a specific strategic chapter on safety of journalists and also adopted an Action Plan for 2025-2026 for the implementation of the Strategy. 
•  The Netherlands have a few documents at the Persveilig project basis: A Press safety Protocol; a Collective norm media sector and the Security Plan for the media;
•  Portugal: Aprova o Plano Nacional para a Segurança dos Jornalistas e Outros Profissionais da Comunicação Social (2025)
•  Sweden: Action plan: Defending Free Speech - measures to protect journalists, elected representatives and artists from exposure to threats and hatred
•  Switzerland: National Action Plan for the safety of media professionals in Switzerland
•  Ukraine: Action plan on the implementation of the Council of Europe's "Journalists matter" campaign in Ukraine
•  United Kingdom: National Action Plan for the Safety of Journalists (2023)
•  Latvia:  Plan for the Safety of Journalists and Other Media Professionals for 2025–2027
•  Republic of Moldova: Action Plan on the Safety of Journalists for 2026–2027
