Consultation on the Provisional agreement on the revision of the European Convention on Transfrontier Television

(10/12/08) During its 43rd meeting on 12 to 14 November 2008, the Standing Committee on Transfrontier Television reached a provisional agreement [pdf, 242KB] on the amendments proposed to the European Convention on Transfrontier Television, taking into account the comments by Observer States and stakeholders in the framework of the preliminary consultation procedure. Parties to the Convention, Observers and stakeholders in the broadcasting sector are invited to send comments to the Secretariat before the 9 January 2009. Comments on the updated preliminary draft explanatory report to the Convention may be sent until 23 February at the latest. See also the report of the 43^rd meeting of the Standing Committee.

In preparation for the 44th meeting of the Committee (25 to 27 February 2009), interested international stakeholders may ask the Secretariat to be invited. The draft revised Convention, which will take the form of an amending protocol to the Convention, and its explanatory report will be formally adopted by the Standing Committee during its 44th meeting for submission to the Committee of Ministers.

The draft revised Convention has been prepared by the Committee's drafting group during the last two years in co-operation with the European Commission. The draft widens the scope of the Convention to on-demand services, is largely aligned with the EU's Audiovisual media services Directive while covering issues of particular concern to the Council of Europe.
