NOTES TO THE DRAFT AGENDA

1. Opening of the meeting and adoption of the agenda

The MC-S-CI should adopt the draft agenda MC-S-CI (2010)OJ1.

2. Election of Chair and Vice-Chair

Recalling the provisional arrangement agreed upon during the preparatory process for this meeting, the members will be invited to elect a Chair and a Vice-chair for a one-year term of office (MC-S-CI (2010)001).

3. Information of interest to the work of the MC-S-CI

The Secretariat will inform the MC-S-CI about the work of other sub-ordinate bodies of the CDMC, notably the MC-NM.

4. Examination of international cooperation in relation to protection of critical Internet resources, with particular focus on:

    - shared or mutual responsibilities of states in ensuring that critical Internet resources are managed in the public interest and as a public asset;

    - proposals relating to the prevention and management of events, including malicious acts, falling within member states’ jurisdictions or territories, which could block or significantly impede Internet access to or within fellow members of the international community.

The MC-S-CI should examine item i. of its Terms of Reference with reference to:

    - the Resolution on Internet Governance and Critical Internet Resources adopted at the 1st Council of Europe Conference of Ministers responsible for Media and New Communication Services (28 and 29 May 2009, Reykjavik, Iceland);
    - the Committee of Ministers decision in respect of “the elaboration of legal instruments designed (i) to preserve or reinforce the protection of the cross-border flow of Internet traffic and (ii) to protect resources which are critical for the ongoing functioning and borderless nature and integrity of the Internet (i.e. critical Internet resources).”

The members will be invited to decide on future action and standard-setting results to be delivered under this item.

Members should take note of the main policy issues discussed and conclusions of the consultation meeting on cross-border Internet (MC-S-CI(2009)001) as well as discussions held during the preparatory process for this meeting.

5. Examination of the feasibility of drafting an instrument designed to preserve or reinforce the protection of cross-border flow of Internet traffic openness and neutrality.

The MC-S-CI should examine item ii. of its Terms of Reference with reference to:

    - the Resolution on Internet Governance and Critical Internet Resources adopted at the 1st Council of Europe Conference of Ministers responsible for Media and New Communication Services (28 and 29 May 2009, Reykjavik, Iceland);

6. Preparation for participation in EuroDIG.

Recalling discussions on a possible workshop at the EuroDIG that the MC-S-CI had during the preparatory process for this meeting, the MC-S-CI will be invited to decide on the theme, format and expected outcome of the workshop.
