Lee Hibbard

Lee Hibbard works in the Media and Information Society Division of the Council of Europe, based in Strasbourg. For the last three years, he has been coordinating Council of Europe work in various international forums dealing with information society and internet governance related issues. More recently, he has been active in the work of the Pan-European Dialogue on Internet Governance (EuroDIG). At the substantive level, he has been heavily involved in the conception and development of several pan-European policy documents concerning empowerment of children online, the public service value of the Internet, protecting the dignity, security and privacy of children on the internet, freedom of expression and internet filters, and also human rights guidelines for ISPS and online games providers. At the moment, he and his colleagues are preparing the 1st Council of Europe Conference of Ministers responsible for Media and New Communication Services A new notion of media? which will take place in Reykjavik on 28-29 May 2009.
