Towns and regions take a stand against trafficking
The Congress of Local and Regional Authorities appealed to all European cities and regions to sign up online to a Declaration on the fight against trafficking in human beings. The Declaration, which was presented and opened for signature on 31 May 2006, during the Congress session, has been signed by
more than 500 municipalities and regional councils from 35 countries,
also from outside of Europe, who have thereby committed themselves to take a series of measures in their own communities. All elected representatives of local and regional authorities which have a decision-making chamber are invited to sign this text.
The Declaration is the Congress' Contribution to the Council of Europe
campaign which led to the entry into force of the Convention on Action
against Trafficking in Human Beings, on 1 February 2008.

Are convinced that the Council of Europe Convention on Action against Trafficking in Human Beings is a crucial point of reference for the organisation of action in this area,
Support the objectives of the Council of Europe Campaign to Combat Trafficking in Human Beings, which will encourage all the Organisation's member states to sign and ratify the convention and increase public awareness of this issue,
Are also convinced that local authorities have an essential role to play in fighting this phenomenon,
Hereby agree on the urgent need for such action and undertake to submit this declaration to our deliberative assemblies for adoption."

Halvdan Skard: "Trafficking is a blight on our society and a scourge for territorial communities"
''A human being is born to freedom. Yet still today many millions of people in Europe are not free as they being trafficked, exploited and sold as slaves,'' Congress President Halvdan Skard stressed at the opening for signature of the Declaration on the fight against human trafficking.
''Combating trafficking requires not only international texts and national policy measures, but also a complementary, concerted local and regional approach.
It is at local and regional level that the drama of trafficking takes place,'' he said, urging a maximum number of local authorities to sign the Declaration.
