A workshop on "local Initiatives: managing and communicating change", held on 5 December 2017, in Tbilisi (Georgia) brought together Mayors and project co-ordinators that have been implementing local initiatives to strengthen ethical governance in their communities. This event served as a means for peer exchange on good practices that could serve as models and be presented in other cities.
The projects developed focused on change management and ways to strengthen communication between citizens and local government - Youth Parliaments, participatory budgeting, Codes of ethics and of conduct, trainings, interactive websites, public councils, Councils of Elders, information campaigns etc. – were only some of the tools deployed by the twelve participating communities.
The local initiatives were implemented by the following municipalities:
• Armenia: Aygepat, Karmir Aghek and Tashir
• Georgia: Dusheti, Kaspi and Tianeti
• Ukraine: Nemishaieve, Netechyntsi and Slavutych
• the Republic of Moldova: Budesti, Cotesti and Palanca, Stefan Voda
The workshop was organized on the eve of the Conference on strategies and tools for ethics and transparency at local levels (6 to 7 December 2017, Tbilisi, Georgia).
The project “Local initiatives for ethic governance and transparency” was organized by the Congress of Local and Regional Authorities, within the programme “Strengthening institutional frameworks for local governance”, implemented jointly with the Council of Europe Centre of Expertise for Local Government Reform, Directorate General of Democracy. This programme is funded by the European Union and the Council of Europe, and implemented by the Council of Europe, through the Partnership for Good Governance (PGG) 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.
