Freedom of Expression: the basic principles and conditions for limitation of FoE (JUFREX 2)

The EU-CoE action “Freedom of Expression and Freedom of the Media in Kosovo* - JUFREX 2” in cooperation with the Bar Association organised training for lawyers in the field of freedom of expression and the criteria for restricting this right, from 03-04 December 2020.

For two days the CoE trainers, certified in the field of freedom of expression thoroughly discussed important aspects of the topic including: the role of the media, civil society and social watchdogs, the positive obligations of the state, the rights and responsibilities of journalists, etc. During the training sessions, concrete cases from the jurisprudence of the European Court of Human Rights as well as cases from local courts were elaborated and discussed with the lawyers. The training was aligned with the training handbook for trainers on freedom of expression, developed by the JUFREX 2. 

This Action is part of the “Horizontal Facility for the Western Balkans and Turkey II”, a co-operation initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe, which aims at assisting Beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process, where relevant.
