Journalists Matter, Council of Europe Campaign for the Safety of Journalists
The Council of Europe encourages member states to transpose the Campaign to the national context. Without each member’s committed and effective effort at national level, through the development of the so-called ‘national chapter’, the Campaign cannot reach its goals.

Safety of Journalists national landscape
2025 update
Albania continued working on the institutional framework for journalists’ safety in 2025 through enhanced cooperation among law-enforcement authorities, media stakeholders and public institutions. The dedicated Contact Point within the State Police remained fully operational, receiving reports from journalists, ensuring follow-up and facilitating communication on cases affecting journalists’ safety.
Inter-institutional cooperation continued through thematic roundtables involving representatives of law enforcement, media regulators, journalists’ organisations, trade unions, civil society, academia and independent experts.
These discussions focused on risk identification, case follow-up and coordination of measures relating to journalists’ safety and working conditions.
Work also continued on the preparation of a National Action Plan on the Safety of Journalists, aimed at further strengthening national mechanisms in line with Council of Europe standards. Particular attention was given to improving reporting mechanisms, institutional coordination and responses to online threats and attacks against journalists.
Throughout 2025, journalists, media organisations, trade unions and civil society representatives participated in dialogue platforms and thematic discussions addressing journalists’ safety and working conditions. These exchanges contributed to the identification of risks affecting journalists and informed ongoing policy development.
At the same time, training activities continued for the State Labour Inspectorate on risk-based inspections relating to journalists’ labour rights and professional working conditions, supporting broader efforts to improve the safety and resilience of the media sector.
In 2025, Albania advanced the development of a new internal State Police Guideline on the Protection of Journalists, including a dedicated chapter addressing gender-based risks affecting journalists. The guidance introduces procedures for responding to online harassment and threats, referral...
