Back Luxembourg advances journalist safety and anti-SLAPP protection

On 1 June 2026, Luxembourg organised a conference dedicated to the protection of journalists against abusive legal proceedings (SLAPPs) and the implementation of its National Action Plan for the Safety of Journalists 2025–2028, adopted in the framework of the country's engagement withing the Council of Europe Journalists Matter Campaign (2023-2027). The event, organised by the Media, Connectivity and Digital Policy Service (SMC), the Government Information and Press Service (SIP) and the National Commission for Cooperation with UNESCO, brought together around 80 representatives of the media sector, judiciary and public authorities.

Opening the conference, Prime Minister Luc Frieden and Minister of Justice and Minister Delegate for Media and Connectivity Elisabeth Margue reaffirmed Luxembourg’s commitment to safeguarding journalists and strengthening freedom of expression. Discussions focused on the transposition of the EU Anti-SLAPP Directive into national law, the implementation of the National Action Plan, and broader measures to support quality journalism.

A highly engaged participant in the Council of Europe’s Journalists Matter Campaign, Luxembourg has established a National Action Plan based on the four pillars of Recommendation CM/Rec(2016)4: prevention, protection, prosecution and promotion. The conference highlighted the importance of coordinated national action to ensure a safe environment for journalists and to strengthen democratic resilience through free and independent media.
