Concerns over the state of freedom of expression and media freedom in Europe in 2023 remain substantial, despite some positive developments.
The newly published Freedom of Expression in 2023: Report on trends in freedom of expression in Council of Europe member states, sheds light on critical issues, including the safety of journalists, media pluralism, editorial independence, and the escalating spread of disinformation and misinformation. These challenges are exacerbated by declining trust in traditional media and the growing influence of non-professional sources, particularly among young people on platforms.
Prepared by independent consultant Peter Noorlander for the Council of Europe’s Democratic Institutions and Freedoms Department, the report is grounded in measurement criteria derived from relevant Council of Europe standards. It draws on findings from Council of Europe bodies and mechanisms, as well as other trusted intergovernmental, non-governmental, and academic source.
At its 26th Plenary Meeting, the Steering Committee on Media and Information Society of the Council of Europe, has taken note of the Report.
