On 5 February 2026, the Permanent Representation of Hungary transmitted the instrument of ratification for the Second Additional Protocol to the Convention on Cybercrime (CETS 224) to the Council of Europe and thus Hungary became the third country to ratify the Protocol.
Opened for signature on 12 May 2022 in Strasbourg, the Second Additional Protocol, on enhanced co-operation and disclosure of electronic evidence introduces innovative mechanisms. These include direct co-operation with service providers in other jurisdictions to access subscriber information, rapid collaboration in emergency situations, as well as the establishment of joint investigation teams and video conferencing paired with strong human rights and rule of law safeguards.
The Council of Europe, through its Cybercrime Programme Office (C-PROC) and the CyberSPEX project, continues to support countries in the process of implementation and ratification of the Second Additional Protocol through dedicated capacity building activities.
