CyberSouth: Advisory mission on the creation and organisation of CSIRT

Following the request of Internal Security Forces of Lebanon (ISF), CyberSouth project, a joint-project of the European Union and the Council of Europe, in cooperation with CT MENA project and Technical Assistance Facility project for the Government of Lebanon organised on the period of 29-30 August 2018, an advisory mission on the creation and organisation of a Computer Security Incident Response Team (CSIRT). The experts participating in this advisory mission shared with the Committee in charge of the establishment of the CSIRT a series of requirements that need to be considered in terms of policy and legal framework on cybercrime and cyber security. Best practices in terms of a CSIRT set-up, its organisation structure, procedures and instruments for inter-agency cooperation were also addressed during this meeting.

At the end of the activity a set of recommendations has been prepared in assisting the Lebanese authorities in further steps for the creation of CSIRT. The Technical Assistance Facility project for the Government of Lebanon will complement this advisory mission and assists in the finalisation of the roadmap strategy for the establishment of CSIRT in ISF. The results of the establishment of CSIRT will further benefit the ongoing discussions to adopt a cyber security strategy in Lebanon.
