Consultation and Advocacy
The Project “Strengthening the Communities Association of Armenia and Transparent, Participatory Local Governance in Armenia" continues the support to the Communities Association of Armenia (CAA) in order to increase the advocacy capacity of the Association leading to becoming an active stakeholder of the local government system of Armenia. The project contributes to building the capacities of the Association to ensure that it is a well-functioning institution with improved financial and human resource management providing high-quality services to its members. In addition, the project promotes the establishment of a regular and effective consultation mechanism between local authorities, their national association, and the national authorities, thereby contributing to genuine decentralisation.
The project builds upon the results of Congress activities carried out in Armenia during the implementation of the project “Institutional Support to the Communities Association of Armenia” (2014-2019).
This thematic area directly contributes to the implementation of the UN Sustainable Development Goals 11 (Sustainable cities and communities), 16 (Peace, justice and strong institutions) and 17 (Partnership for the goals).
Presentation of the Congress monitoring report
On February 28, the CAA has initiated a meeting where the draft of the Monitoring report on Armenia of the Congress of Local and Regional Authorities was presented. The results and recommendations of the monitoring visit are reflected in the Report. The representatives of LSGs, community heads, representatives of Parliamentary fractions, civil society and experts of the field were present in the meeting and discussed the concerns and recommendations of the report.
Presentation of the CAA 2019 annual report on situation of decentralisation and local self-government in Armenia
The first annual report on situation of decentralisation and local self-government in Armenia was prepared by the CAA and presented to the representatives of the field in February 2020. The document reflects the current situation, challenges and problems, and proposes solutions to the revealed challenges.
This will become a common practice for the Association, and at the end of each year the CAA will develop and present the annual report on situation of decentralisation in Armenia.
CAA Republican Council session
On 11 January 2020 the Republican Council session of the CAA was invited to discuss the ongoing legislative and administrative issues. Several draft legal acts, the stance and opinions of the Association on the mentioned acts was discussed and finalised by the Council.
The internal administrative issues, including the resignation of the Executive Director and selection of the new Executive Director was on the agenda.
The Communities Association of Armenia (CAA) was established in 1997 and since the introduction of the local self-government system in Armenia, it has played a strategic role in promoting the development of local democracy. It is a joint and representative voice of its members, Armenian local authorities, and is one of the key project partners. The following promotional materials present the Association’s mission, strategic goals, internal structures and the way the Association contributes to the advancement of local democracy and self-governance in Armenia.

Handbook on open local government and public ethics
This handbook aims to support local and regional authorities in their efforts to make communities more open, ethical and citizen-oriented. It provides practical guidance on transparency policies and citizen participation mechanisms, includes a concise assessment of the most prevalent corruption risks in the country and incorporates actual examples of best practices.
