Back Morocco: The first "focus group" meeting held to clarify competences of prefectures and provinces

The Congress co-organised, with the Moroccan Association of Presidents of Prefectural and Provincial Councils (AMPCPP), the first meeting of the "focus group" on the clarification of the competences of Moroccan prefectures and provinces in the implementation of the country’s advanced regionalisation reform.

Held online on November 19 2020, the meeting examined the legislative framework relating to the areas of competence of Prefectures and Provinces in Morocco and the practical aspects of its implementation. With the support of the experts of the Congress, representatives of prefectures and provinces and the Interior Ministry's General Directorate of Territorial Communities (DGCT) discussed the role of provinces in the decentralised governance system and the competences vested in Moroccan prefectures and provinces in order to identify areas for improvement.

Participants discussed institutional mechanisms put in place to analyse the extent to which principles of governance as set out in the Constitution of the Kingdom of Morocco are met, as well as major dysfunctions elected councils are facing. 

The meeting started with the President of the AMPCPP Sâad BEN MBAREK's address, followed by a presentation of the DGCT on the attributions and competences of the prefectures and provinces according to the Organic Law 112-14 and  presentations by experts, including on the European experience and the possibilities of improving the Moroccan framework. Participants shared their experiences on the implementation of their competences and made initial clarifying proposals. On the basis of these exchanges, a report will be drafted by Congress experts featuring participants’ recommendations with a view of identifying needs for clarification on the specific role at provincial and prefectural level in the reform of advanced regionalisation.

 

 

The "focus group", created on the initiative of the AMPCPP in the context of the revision of the legislative framework relating to prefectures and provinces, includes the Executive Bureau of the AMPCPP, representatives of the DGCT and national and European experts.
