At the Steering Committee meeting on the Council of Europe Action Plan for the Republic of Moldova, held on 2 October 2020, Andreas Kiefer, Acting Secretary General of the Congress, as well as representatives of the State Chancellery of Moldova and the Congress of Local and Regional Authorities from the Republic of Moldova (CALM) reiterated the need to enhance local democracy, with a focus on upholding human rights and public ethics.
The Acting Secretary General of the Congress underlined that the future co-operation will be based on a roadmap for the implementation of the 2019 Congress recommendations on local democracy in Moldova, as a result of the ongoing post-monitoring dialogue. “The roadmap aims to ensure that reforms having an impact on local self-government are carried out in accordance with the European Charter of Local Self-Government, and we are looking forward to its approval by the Moldovan authorities,” he stated.
In their statements, CALM Executive Director Viorel Furdui and Daniela Șorahmetov of the State Chancellery of Moldova reaffirmed that strengthening the local self-government system requires the involvement of authorities at all levels. Ms Sorahmetov reiterated the commitment towards co-operating with CALM and the Council of Europe in this regard, while Mr Furdui welcomed the focus on concrete actions as well as future support to local authorities in the areas of ethics, transparency, open governance and corruption prevention.
Building on results from previous co-operation, under the upcoming Action Plan, the Congress will strive to improve local governance and the resilience of local communities in light of the socio-economic aftermath of the Covid-19 pandemic.
The Congress of Local and Regional Authorities of the Council of Europe is currently implementing the project “Reinforcing the culture of dialogue and consultation of local authorities in the Republic of Moldova” within the Council of Europe Action Plan for the Republic of Moldova 2017-2020. The project aims to strengthen the institutional capacities of the national association of local and regional authorities, CALM, in policy dialogue and advocacy, good governance, municipal management standards and the provision of quality services.
