The Council of Europe has issued a call for tenders for the provision of national consultancy services in the field of ethics, transparency, anti-corruption, “open government” and citizen participation. This call for tenders has been launched as part of the “Strengthening the Communities Association of Armenia and transparent, participatory local governance in Armenia” Project.

The project’s goal is to improve the quality of local democracy in Armenia and enhance citizens’ trust in local authorities by strengthening the community’s voice and the accountability, effectiveness and inclusiveness of local self-government bodies. The project’s strategy will be developed both at a national and local level.

Work under this project component is expected to begin on 15 January 2020 and run until 30 June 2022. To apply please see the Tender File and the Act of Engagement. The deadline for tendering is 5 December 2019.
