Albania advances digital governance in public and local administration

Albania's public administration is advancing its digital transformation through two key initiatives, the Training Need Assessment (TNA) and the Human Resources Management Platforms (HRMIS and Colab).

On 17 December 2024, the Albanian School of Public Administration (ASPA) in Tirana presented the TNA to Local Self-Government Units and to Human Resources Units of different Ministers as a crucial step in enhancing training management in public administration.

With the support of the Congress, the TNA process will be digitalised starting in February 2025 within an upgraded module. Such change will enable human resources professionals to engage more effectively, ensuring the generation of real-time, high-quality data that can better inform decision-making and resource allocation.

On 19 December, Minister of State for Public Administration and Anti-Corruption Adea Pirdeni and Minister of State for Local Governance Arbjan Mazniku underlined the transformative change that the Human Resources Management Information System (HRMIS) and Colab Platform are going to bring to public servants at central and local level, during the launching of the HRMIS and Colab Platform.

This support to the Albanian institutions is being provided in the framework of the project "Support for Public Administration Reform at Local Level in Albania", funded by the Federal Republic of Germany, and implemented by the Centre of Expertise for Multilevel Governance within the Congress of Local and Regional Authorities.
