The role and responsibilities of internet intermediaries were the overarching theme of the conference on internet freedom co-organized by the Austrian Chairmanship of the OSCE and the Czech Chairmanship of the Council of Europe Committee of Ministers on 13 October 2017 in Vienna.

A comprehensive conference report comprising recommendations for relevant stakeholders, and also a brief summary of the key points of discussion and conclusions of the conference are now available. The report reflects the essential role of internet intermediaries as gateways to information and facilitators of the exercise of fundamental rights and freedoms online, as well as the need for states to ensure that the internet remains an open network where those rights and freedoms are safeguarded. Moreover, it calls for more transparency regarding the removal of online content and highlights the need to consider the scope of internet intermediaries’ duties and responsibilities and to think of ways in which they can be adequately reflected in laws.
