16th meeting of the Steering Committee on Media and Information Society

Steering Committee on Media and Information Society (CDMSI) will hold its 16th plenary meeting in Strasbourg between 4th and 6th June 2019. Following-up on the work its subcommittees - Committee of experts on Quality Journalism in the Digital Age (MSI-JOQ) and Committee of experts on Human Rights Dimensions of Automated Data Processing and Different Forms of Artificial Intelligence (MSI-AUT), the Committee with pursue its work on draft recommendations on human rights impacts of algorithmic systems and, respectively, on promoting a favourable environment for quality journalism in the digital age, as well as on pending studies (on developing skills to recognise and value quality journalism in the digital environment, on the implications of advanced digital technologies for the concept of responsibility within a human rights framework, and on liability and jurisdictional issues in the application of civil and administrative defamation law).

The committee will also discuss two major events that took place in 2019: the conference in Helsinki “Governing the Game Changer - Impacts of artificial intelligence development on human rights, democracy and the rule of law” and the conference on “Media Pluralism - How can we deliver”, as well as the forthcoming Council of Europe Conference of Ministers responsible for media in information society ( May 2020).

The committee will further discuss the progress underway in respect of the implementation of the CM Recommendation CM/Rec(2016)4 on the protection of journalism and the safety of journalists and other media actor, including the preparation of a qualitative study on the topic of fear as a factor affecting choices between self-censorship and ethical journalism. Finally, the members will have an exchange of views on the Committee’s priorities for the next biennium.
