The Centre of Expertise for Multilevel Governance at the Congress has released its 2025 Activity Report, presenting its co-operation and assistance activities supporting democratic governance, decentralisation and citizen participation across Europe.
In 2025, the Centre implemented 14 co-operation projects and 12 targeted activities, with a combined budget of approximately €19 million, supporting 21 member States, alongside targeted assistance to the Belarusian democratic forces and Kosovo*.
Around 3 000 participants – including local and regional elected representatives, public officials and civil society actors – improved their knowledge and practical skills through training, peer exchanges and advisory activities.
The report’s highlights include:
- The number of municipalities awarded the European Label of Governance Excellence (ELoGE) continued to grow;
- Policy advice helped advance territorial reforms in Armenia and Cyprus;
- In Ukraine, through high-level policy dialogue, legal expertise was delivered on key legislative reforms;
- A high-level conference organised under the Maltese Presidency explored multilevel governance approaches to environmental challenges;
- Deliberative democracy was discussed at the “Resilient Europe through deliberative democracy: Cities and regions in action!” conference as a contribution to the New Democratic Pact for Europe.
