The manual builds on the standards of the Council of Europe on combating hate crime and discrimination, as well as on the work and expertise of the Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) Unit in assisting member States with the implementation of effective policies, legislation and practical measures to identify, investigate and prosecute hate crime against LGBTI persons and protecting the victims of such crimes.
It supports police officers building the essential skills to identify and investigate hate crimes against LGBTI persons and ensure justice and protection for all victims.
