Toutes les demandes de subventions soumises au FEJ doivent être soumises en ligne par l’intermédiaire du système de demandes et de rapports. Pour avoir accès aux formulaires, les ONG de jeunesse doivent d’abord remplir un formulaire d’enregistrement en ligne, uniquement pour un usage interne au FEJ et qui ne constitue pas un enregistrement officiel. Who is eligible to register with the EYF?
The EYF does not support individuals. It only supports non-governmental youth organisations.
Organisations are difficult to define and classify, which is why you have a few questions to answer before registering. This is to help you think about whether your organisation and its work correspond to what the EYF supports. If this is not the case, you should approach other funding agencies more suitable to support your work. There is no point wasting time and energy for nothing!
Before registering, you should also have a look at the homepage of the Council of Europe's youth sector. The orientation of your organisation (its vision and mission, and its field of operation and main activities) must have a link with the work of the Council of Europe and the priorities of the youth sector. Each organisation has a different purpose, perspective and interest. What is important is that the organisation seeks social improvement based on human rights, democracy and the rule of law for a more tolerant society.
Your organisation must be non-profit-making and non-governmental, i.e. not part of a government. If you are funded or partially funded by a government, no government representative can be a member. It cannot be a private business either.
Your organisation must be a youth organisation: the decision-making structure is composed of young people; the members of the organisation must be young people; your activities and projects are carried out by young people, for young people and with young people.
What if we carry out youth activities, but belong to an organisation that is not a youth organisation?
Question: my organisation is a group of young people working on youth activities but we belong to an organisation that is not a youth organisation. Can we register?
Answer: you can register if the youth group is a separate entity, has its own statutes and bank account and takes decisions separately from the main organisation.
Question: my organisation is part of a local authority, let's say a youth centre or youth club. Can we register?
Answer: if the youth centre can take decisions separately from the local authority, yes. If all programmes and activities of the youth centre or youth club are taken only by the authorities, then no, you cannot register.

What is a regional network of youth NGOs for the EYF?
A regional network of non-governmental youth organisations is similar to an international network, except that:
- it is composed of at least 4 and not more than 6 organisations (with a “central” organisation and 3 to 5 member organisations)
- it has a "regional" scope of work, and this means that it should be working within a specific regional area of Europe. The term regional refers to supra-national and not regional in the sense of one region in one country.

Can organisations from outside the Council of Europe member states register and receive support and funding from the EYF?
The EYF can only register youth NGOs based in one of the countries signatories to the European Cultural Convention (the 47 member states of the Council of Europe plus Kazakhstan, Holy See and Belarus).
Question: My organisation is based in the Mediterranean basin and we have been working a lot on projects fitting into the priorities of the Council of Europe's youth sector. Can we register?
Answer: Organisations having access to EYF grants must be based in one of the countries that have signed the European Cultural Convention. If they are based in other neighbouring countries, they can work in partnership with a youth organisation that meets the EYF criteria and that can request funding, but cannot register or apply for funding directly.
What do I need to do if my organisation was already registered in the old EYF system (before 2013)?
Basic information on all NGOs working with the EYF before 2013 was transferred to the new online application and reporting system launched in 2013.
You will keep your NGO number, but this will no longer be your login. Your organisation's email (the one used in the old system) will be your new login. Your password when logging on for the first time is the one you used in the old system.
Even if you were registered with the EYF before 2013, you will need to verify the information, fill in what is missing and upload your statutes and latest annual report of activities. When you submit your new registration form, the EYF will contact you if we need any clarification or additional information.

How long does registration take?
If your registration form is filled in correctly and you have provided all the information requested, you will be informed within a couple of days if your registration can be accepted or not.

My NGO is already registered, but some details have changed. What shall I do?
Once your registration form has been validated, you will have the possibility of modifying the information it contains by logging on to the online system and clicking in the menu "NGO" and on "Managing your information" (blue icon on the left side). In the registration form, find the information to be changed, make the necessary change and click on the button "Change request" at the bottom of the page.
Some modifications are subject to validation from the EYF Secretariat (the name of your organisation, acronym, email address and type of NGO). Other changes can be made without our validation and we would advise you to keep all information updated (for example, it is good to make sure that the name of the person responsible is updated).
Do I have to register each time I make a new grant application?
No – you only have to register once. Your NGO will have a reference number that will be used for all grant applications and reports.
When you log on to the online system, you can find all your applications and reports in the “Project” and “Report” menus.
