The complaint was submitted by the Danube Environment Forum in 2004 concerning the excavation of a shipping canal in Bystroe estuary of the Danube delta in Ukraine, which is, according to the complainant, likely to affect adversely both the Ukrainian Danube Biosphere Reserve – the most important of Ukraine’s wetlands – and the whole Danube delta dynamics.
