With the development of contemporary social technology, we are witnessing a new phenomenon: information pollution on a global scale. Its direct and indirect impacts are difficult to quantify, but long-term implications of dis-information campaigns are most worrying.

The report on “Information Disorder: Toward an interdisciplinary framework for research and policy making” is an attempt to comprehensively examine information disorder, its related challenges, and to outline ways to address information pollution.

International seminar to discuss information disorder in the media and social networks in electoral contexts

 As part of its support for the promotion of freedom of expression, media pluralism and the regulation of the audiovisual sector in Tunisia, the Council of Europe, in partnership with the Independent High Authority for Audiovisual Communication (HAICA), organized a seminar on "Internet, social networks and electoral processes" in Tunis on 20 and 21 June 2019. This is the first activity carried out with HAICA under the PAII-T framework, a new joint project between the Council of Europe and the European Union which was officially launched in Tunisia on 20 June 2019.

The use of new information and communication technologies continues to generate new forms of information disorder, particularly on social networks, which allows some people to increase their use of misinformation and misinformation online, which could be damaging especially in electoral contexts.

This type of multifaceted, instantaneous communication, which, a priori, does not require any particular technical skills, could undoubtedly bring major changes and influence the conduct of electoral campaigns, the chances of candidates involved in this process and even the results of elections. It therefore seemed important to address the subject in this seminar.
Mr Nouri LAJMI, President of the HAICA of Tunisia and Vice-President of REFRAM, opened the debate by highlighting the different information manipulation practices used on the web to increase the popularity of some candidates during elections. He explained, among other things, the need to set up a "Fact-Checking" system to track down misinformation circulated online and to promote reliable information.

For her part, Ms Roberta Batista, Programme Officer at the Council of Europe, said that her organization would support the HAICA and all stakeholders concerned by this initiative in order to launch an inclusive national debate on the challenges posed by new technologies and the phenomena of misinformation or “Infox” circulated online. She also noted that the Council of Europe will endeavor, in particular, to equip journalists in the regions in order to respond to these phenomena in the most effective way in the context of the elections to be held in Tunisia from the month of October 2019.

During two days, national and international participants (from France, Belgium, Switzerland, Côte d'Ivoire and Mexico) were able to exchange their expertise in media and social network regulation and the fight against the spread of “Infox “ on the web as well as their experiences in setting up different models of "Fact-checking" information verification platforms in their respective countries.   The experts also highlighted the role that media education can play in raising public awareness in order to optimize their ability to consult, understand, create and critically evaluate different types of information, particularly in a context of competitiveness between traditional media and new digital platforms.

Mr Ibrahim Sy Savané, President of the HACA of Côte d'Ivoire;Ms. Michèle Léridon, member of the Council of the French CSA; Ms. Myriam Paquette-Côté, representative of the Réseau des Compétences Electorales Francophones (RECEF); Mr. Lesley Van Der Haeghen, representative of the Belgian State Security Service; Ms. Myriam Paquette-Côté, representative of the French-speaking Electoral Skills Network (RECEF); Ms. Tiphaine Havel, Representative of the Association francophone des autorités de protection des données personnelles (AFAPDP); Mr. Walid Salem, Director of Rue89 Bordeaux and partner of CrossCheck France, and other leading experts on the subject who have issued a list of recommendations that could support Tunisia's experience in combating misinformation in the light of its upcoming elections, took part in this discussion.

Reflecting on Terminology

The report consciously refrains from using the term ‘fake news’ which is woefully inadequate to effectively capture the complexity of the phenomenon of information pollution, not to mention that it is increasingly becoming politicised.

The report therefore introduces a new conceptual framework for examining information disorder, identifying the three different types: mis-, dis- and mal-information. The differences between these three types of information are described using the dimensions of harm and falseness:

Mis-information is when false information is shared, but no harm is meant.
Dis-information is when false information is knowingly shared to cause harm.
Mal-information is when genuine information is shared to cause harm, often by moving information designed to stay private into the public sphere. 
Understanding the mechanism

In trying to understand examples of information disorder, the report proposes to consider three elements:

Similarly, the life of an example of information disorder is considered as having three phases:                                               
  1. Agent. Who were the ‘agents’ that created, produced and distributed the example, and what was their motivation?

  2. Message. What type of message was it? What format did it take? What were the characteristics?

  3. Interpreter. When the message was received by someone, how did they interpret the message? What action, if any, did they take?

  1. Creation. The message is created.
     

  2. Production. The message is turned into a media product.
     

  3. Distribution.The message is distributed or made public.


Dissecting information disorder in this manner helps to understand the nuances. A clear vision of the mechanism and all its elements allows for an understanding of who are the actors involved, motivations of each of them, assessing the scale and identifying ways to address the issue.

Aware of the close correlation between the information disorder phenomenon and the issue of quality journalism, as well as with digital and media literacy of internet users in general, the Council of Europe has tasked its Steering Committee on Media and Information Society (CDMSI) to carry out further research and standard-setting in the relevant fields.

The Council of Europe will continue to comprehensively address the phenomenon.
