Ukraine has officially adopted a National Action Plan to enhance journalists’ safety as part of the Council of Europe’s "Journalists Matter" Campaign. Approved during a Coordination Committee meeting on August 28, 2024, the plan outlines comprehensive measures to safeguard media professionals facing heightened risks, particularly during wartime.

Key initiatives include continuous monitoring and reporting of violations against journalists, documenting crimes committed by Russian forces, and providing timely updates on criminal investigations. The plan also prioritises the release of journalists held in Russian captivity, promoting prisoner exchanges and financial aid for their families.

To bolster journalist safety, training sessions in tactical medicine, digital security, and psychological resilience will be conducted. Legal aid and consultations will be available to address issues ranging from gender equality to court representation. Public campaigns emphasising the crucial role of journalists and events such as the Lviv Media Forum and Donbas Media Forum will further strengthen advocacy efforts.
This initiative demonstrates Ukraine’s determination to protect media professionals and uphold media freedom in the face of ongoing challenges.
