Training on New Technologies and Human Rights

On 19 November 2021, Patrick Penninckx, Head of Information Society Department, made a presentation on ”New Technologies and Human Rights” at the training seminar “International law and human rights” organised by the International Institute of Human Rights / René-Cassin Foundation on 15-20 November in Strasbourg. The presentation reviewed the emergence of the digital society and associated technologies and the challenges it poses to human rights, such as disinformation, surveillance, discrimination, manipulation etc. It then highlighted the Council of Europe responses to these challenges in the areas of freedom of expression, internet governance, data protection, cybercrime and Artificial Intelligence. The presentation was part of a broad overview of the Council of Europe actions for democracy, human rights and the rule of law.
