The need for digital citizenship education for all age groups

On 24 September 2021, Patrick Penninckx, the Head of the Information Society Department addressed the delegates of the 24th extraordinary congress of the European Seniors Union (ESU) held in Madrid. In his presentation, entitled “The need for media and information literacy for all age groups” the speaker outlined the impact of new technologies on the modern society, emphasising in particular the challenges and opportunities it brings for the elderly. He introduced the Council of Europe human rights approach to managing the digital society, providing in-depth information on concepts such as digital citizenship education and media literacy in addressing the needs of seniors. He also underlined the importance of the ESU Resolution 'For an active and competent participation of all in resilient digital societies: The need for media and information literacy for all ages', proposed for adoption by the Congress. The new resolution is intended to feed into the policy making of European and international institutions.

Following the decision of the Committee of Ministers on 16 March 2022 the Russian Federation is no longer a member of the Council of Europe. The website will be updated as soon as possible to take account of this development.
