The public written consultation on the draft text of the Committee of Ministers recommendation on online safety and empowerment of content creators and users is open from 27 June to 8 August 2025.
This Recommendation will provide non-binding guidance for member States in the adoption, implementation, and enforcement of policy and legal frameworks, as well as other measures, that address risks to online safety, mitigate risks of harm and foster an enabling online environment that promotes the enjoyment of freedom of expression and other human rights online.
The purpose of this consultation is to ensure that the text benefits from the views of the broadest possible range of stakeholders, prior to its finalisation and submission to the Steering Committee on Media and Information Society (CDMSI) with a view of its adoption by the Committee of Ministers.
The text was prepared by the Committee of Experts on online safety and empowerment of content creators and users (MSI-eSEC) established by the Committee of Ministers to assist the CDMSI in the task of producing a draft recommendation by the end of 2025.
