The Council of Europe's Recommendation of the Committee of Ministers to member states on gender equality and media was adopted in July 2013. The Committee of Ministers of the Council of Europe, recognising that media hold an "immense potential for social change", has called on its member states and Europe's media companies to take various measures to enhance the gender equality perspective in the media. These measure focus on the following six areas: gender equality policy and legislation, adoption and implementation of national indicators, provision of information and promotion of good practices, accountability channels, research and publication and media literacy and active citizenship.

The handbook on the implementation of Recommendation CM/Rec(2013)1 of the Committee of Ministers of the Council of Europe on gender equality and media has been translated into Azerbaijani within the Council of Europe Project "Gender equality and media freedom in Azerbaijan".
