The technical paper Freedom of expression and information: stakeholder mapping and analysis, provides an overview of the principal institutional, civil society and international stakeholders in the field of freedom of expression and access to information and identifying and reviewing key duty-bearers relevant to Freedom of Expression (FOE) and Free Access to Information (FOI) monitoring and reporting processes, in line with the Bosnia and Herzegovina Council of Ministers Decision 24/18 of 2017 on Methodology of Human Rights Reporting.
As the field of FOE and FOI is dynamic and subject to changes, including the various legislative initiatives, the Mapping should be considered a living document, subject to evolution. Nevertheless, subject to this qualification, the document is intended to function as a basis for planning of various activities in the field, and to help in streamlining the work of the Working Group on monitoring and reporting on freedom of expression and freedom of information in Bosnia and Herzegovina.
This technical paper is produced within the framework of the project ‘Enhancing institutional capacities on freedom of expression and information in Bosnia and Herzegovina (EFEx)’, that is implemented by the Council of Europe and funded through the voluntary contribution of Sweden, through the Swedish International Development Cooperation Agency (Sida).
