On 7^th of April 2022, Patrick Penninckx, Head of Information Society Department welcomed a group of visitors from several European countries. In his presentation “Disinformation in the digital age: effects on democracy, state and society” he underlined the importance of the Council of Europe as a laboratory of European values and a guarantor of human rights. The digital age brought new challenges requiring new approaches: the spread of disinformation, from fake news to propaganda wars, proliferation of hate speech and violent content has accompanied the development of the online civilisation. The Council of Europe is not only monitoring these developments but also regularly publishing studies and recommendations to advise member States and the civil society on how to ensure the protection of human rights online and online, address information disorder, enhance Internet Governance, develop collaboration with the business sector and develop societal resilience and information literacy.
